He is Doug Price, he has been married to his wife for 10 years and they waited for so long to have a little child to complete their family.
In this video, the couple was filming themselves an entry for a chance to win an Aruba vacation. That was what Doug knows, but he was indeed surprised when his wife suddenly pulled out something from a pocket and said that it was positive, and she's pregnant.
This video was originally uploaded on YouTube with a caption "My wife says that she can never surprise me... well she got me pretty good with this one. We were entering a contest to win a trip to Aruba when she decided to tell me the good news, unfortunately we did not win the trip, but I still think we got the better end of the deal."
With that surprise, Doug was burst into tears as well as his wife. They were both crying because of so much happiness.
